It's something called frozen buttercream transfer or something like that. I can send you links for directions if you ever want. I learned it that way...from online. You print a picture or make a picture and then put it under glass (a Pyrex lasagna pan in my case). then you trace the outline in black icing and then fill in with colors. Then you freeze it. Coat the back with white and flip it onto your cake. Then you have to put a border around it because it's a little raised. It works well for all my nephew's cartoon-y type cakes.
